Jamaica Bay Wildlife Refuge is part of Gateway National Recreation Area, with more than 12,600 acres of water, salt marsh, freshwater and brackish ponds, plus upland fields and woods, and it is one of the largest bird habitats in the northeastern US. The refuge trails and parking are open daily from 6am to 9pm, entry is free, and the visitor center is open Friday to Monday, 10am to 4pm (restrooms are available only during visitor center hours).
For kids the trick is the West Pond loop: you can walk all the way around the pond, with bird blinds along the way, and there are shorter paths on the east pond. The National Park Service says bikes are prohibited on the trails. Reports of the West Pond path describe flat gravel, which suits strollers, and note ranger programs such as Birding for Beginners on weekends in warm months; check the visitor center for what is on now.
Be honest with your kids about what a bird refuge is: you will see birds, but they are shy, so bring binoculars and low expectations. Pack water and sunscreen, wear shoes you do not mind getting dusty, and check for ticks after walking, which is standard advice for any marsh trail. The nice surprise is that you can get here by subway (the A to Broad Channel) and be standing among marshes without a car. I could not confirm the refuge's exact street address, so follow the Cross Bay Boulevard directions in the NPS page.
