The short answer

Rockaway Beach runs from Beach 3rd Street to Beach 153rd Street, with a boardwalk and playgrounds, and NYC Parks says it comes alive each summer from Memorial Day weekend through Labor Day weekend. The NYC Ferry's Rockaway route runs from Pier 11 at Wall Street to a landing at Beach 108th Street. Adults pay $4 one way and children under 44 inches ride free. The ride is long (check the timetable), so it is a day trip rather than an hour.

What it is like

Lifeguard season matters, so I will be plain about it. Swim only at guarded sections during lifeguard hours, never outside them, and check posted flags and notices: the ocean has rip currents and NYC Parks has closed specific stretches to swimming. Outside the summer season the beach is open for walking, and fall and spring are quieter and lovely on a still day, but not for swimming.

The ferry is the clever part. It turns a trip that would otherwise be a long subway ride (the A train to Beach 67 St, which the MTA lists as accessible, or Rockaway Park-Beach 116 St, also accessible) into a boat ride with a view. Bring sunscreen, a hat and a plan for shade, because the sun on the water can be fierce. NYC Parks notes Rockaway has the city's only legal surfing area, so there may be surfers to watch.
